I don't know about the sale part, but there is no toggle to turn them off. There are starting out 3 vampires in this pack, and all three of them live in Forgotten Hollow. There are ways you can avoid them if you don't want to have them messing with your sims. I will tell you what to expect when you first start playing, and how to avoid getting bitten, don't worry it only happens once.
First, you move in a sim, and a day or two later you will get a pop up from Vlad, I call him that because his name is kind of long, and I can never spell it correctly. Anyways, here is this guy and the message he will give the newcomer. Usually he wears a long black coat.
When you see that message, most likely the attack won't happen that night, but the next night. If you lock all your sims exteriour doors, he won't get in, and he can't get to your sim, his intended target. Also if some one is up at night when he comes creeping to your home, he will turn around and leave. This attack does not turn your sim into a vampire, but will knock them out for a while.
I'm not sure why, but this is an issue that happens only once, but it could possibly happen agin, but they are rare. Those other times are usually done by other vampires. I will let you know that both Willow Creek, and Oasis Springs are very nortorious about having late night visitors show up at your sim's door, you don't have to anwer if you don't want to.
If you really want to keep the vampires away, plant a whole lot of garlic around the front of the lot, I have created a fence with those, and it even made the most persent vampire from coming near my sim's home.
And one other thing, if you do make friends with a vampire, Caleb Vatore is very notorious for this. He will call your sim up and ask for them to come over because he has something very important to ask them. What he wants to ask your sim is would they want to become a vampire. You will still have a choice in the matter. It's his sister, Lilith you need to watch out. She has turned a few of my sims without my consent.
@LaBlue0314 I'm pretty sure Vampires could not turn people's Sims without their consent without mods? If they did the whole forum would have been in a mass panic after Vampires released.

Granted I do play with mods, but the issue I had with Lilith and her turning one of my sims was before I was using mods.
I think I made the mistake of moving my sim in with that family. My sim got married to Caleb, and she moved in with him. Deciding she wanted to get to know Lilith a bit better she did become friends with her, and that's when it happened. I kind of wonder if her aspiration has anything to do with it.
