Vampires + Vlad
If I delete Vlad does the game generate a new vampire? He is the only original left and I know there are new NPC Vampires in my town but would the game create a new Master Vampire?

In my experience deleting Vlad doesn't cause the game to generate a new "Vlad", at most it might spawn in another vampire if the game feels there aren't that many. Most of the time they will just be a fledgling.
It's not like baby Ariel in Get Famous where an immortal famous sim HAS to be in the game for some reason.
