Vendors at festivals and markets should be NPCs only

Not only flea market vendors, the same problem also happens with bartenders and bouncers. I really don't know what's so difficult about assigning these roles to NPCs. Just blacklist sims under the "my households" tab in manage worlds and use one of the hundreds of random sims the game likes to generate so much.
