Venue Requirements - Why None For Residential?

Whenever you build a venue, there are requirements that must be fulfilled before it's considered finished and allowed; for example, a gym requires equipment, showers, toilets, sinks etc. Why doesn't a...

That would certainly help the developers not to forget essential elements in their pre-made houses, like it happened to the toilets in Get Famous, but... Why would you as a player want even more restrictions in the game? If I want to play as a homeless person with nothing but a tent in a park, I don't want the game to ruin it for me by also requiring a fully functional shower and a TV there.
