2. Your played sims can vote for NAPs without a mod. I think that works even with NPC voting turned off. The voting period is Friday through Monday evening.
3. There is a cheat, but you have to be playing a resident of that neighborhood to do it. It can be done quickly. You can just move a sim in for two minutes, testingcheats on, shift-click the board, then move your sim out.
6. The houses that come with the game don't have much in the way of lighting. If you want rooms to be brighter when your sim is in them, try adding some more lighting. If you want rooms your sim isn't in to be brighter, but not with all the lights on, the candle suggestion is a good one. They have a separate setting, so they can be permanently on while the other lights are on auto-lights.
