I feel like, even though this picture is old, it very well could be a hint. A lot of people say that they don't hint at future content, but I've seen evidence that they do.
Remember when dine out was coming out and there was a little teddy bear on the chef station, and people thought that might be a hint to toddlers? And toddlers did come out eventually.
Also, in the toddler update there were books called "When is Winter?" and "Dog on a Log" that hinted at both of those expansions. In Cats and Dogs as well, there are seasonal themed stencils in paint mode. And, these are just a few examples that I can think of off the top of my head.
Does this mean that University is coming next? I'm not sure. But I think they are working on it, aware that we really want it, and I think it's highly likely that it will be released this year. But then again, I could be wrong.
