Thanks all that replied to say that you also have the issue with wants and fears turning themselves back on (even though the setting claims that they're off), as much as I don't want anyone else to have problems with their game, it is a relief that it isn't just me.
Found the bug report for this issue and hit "me too".
I discovered to my horror they can only be turned off for the active household. For those of us who play rotation any unplayed household has wants and fears active regardless. After I discovered this I went through each household in my rotation and turned it off for them. I then went back to the household I started with, the one I wanted to play, and lo and behold wants and fears was back on. I went through the rotation all over again and every one was back on again. So my main save is going back into hibernation until this is fixed. Luckily nobody had any wants like cheating on their partner, no fears of dead jobs.
ETA: I've given this a bit more thought and I'm not sure if it's the act of leaving the household that turns wants and fears back on, or if it's the act of selecting that household that turns them back on. I don't know of a way to test it to see which it is, except to let it play out and see what happens while you're away. Then you're stuck with an outcome you may not want or tossing away progress to go back to a previous save point to get rid of any negatives. It comes down to how willing are you to risk a story that is following an arc you love.
