We still need separate foundations!
Why can't we still have separate foundations? I want to build a garage, a shed, an atelier, etc. It has been three years and this has been an issue since the release of TS4! I'm getting really despera...

I definitely agree with you. At one time I had great hopes for TS4 build mode but now I seriously doubt many improvements are going to happen. One thing that could seriously improve build mode (for me) would be to add new stair types. They have been requested multiple times over the past 3 years and still haven't come to fruition. The decision that was made to "simplify" elevators by not allowing them to be available anywhere else in the game other than San Myshuno and eliminating any up/down travel animation- was both a wake up call and a huge disappointment for me. I'm really getting tired of hoping, and asking, and waiting. One the plus side, I'm definitely saving money by not buying any new packs for the game.
