You don't need a mod to avoid the Welcome Wagon. Just set your lot trait to Private Dwelling BEFORE you move your household in for the first time and voilà! Your neighbors won't show up at all.
I moved about 3-4 households into the lots that I built with the Private Dwelling lot trait and every time the Welcome Wagon didn't start in the first 24-48 hours, so I had suspicions about it, tested it in a brand new save on different lots with and without Private Dwelling, and yup the lot trait caused it to not happen at all. Which is a pleasant surprise for me.
Edited: If you don't want to use the Private Dwelling lot trait because you prefer to play with other traits, just replace/delete it after a day or two when you're sure the neighbors won't show up, I like the trait because with Private Dwelling enabled, my sims receive less of unwanted visitors/random sims knocking on the door/vampires breaking in.
