Welcome Wagon won't leave

Usually there is a timer in the upper left corner of the screen and it looks like one of those you have for the GTW jobs and parties (just the timer and nothing else). It doesn't appear right away and when it does, click on it and it will ask a question such as " do you want the welcome wagon to leave?" click yes and they will leave with a smart plum message saying "I guess we're not wanted here anymore".
