Well this is a problem I have never seen before....

I made this couple in CAS and the male sim is not able to make relationships with anyone. As you can see, it says when he's the active sim he doesn't have any relationships but he's married and has a...

Even if you travel to another lot and try socializing or go on a date will it then add the Sim in the relationship panel? That is strange. Maybe you can go back in cas and try to edit the relationship, like switch it to roomate and then switch it back to spouse to see if that generates the relationship bar.
