I don't think the households are generated that way. What I see in my game with MCCC, is that there are a lot of households with elder parents that have toddlers. I think this happens when MCCC gives them a baby when they are adults close to aging up. But this is just a theory. I regularly go through household management and age down townies with young children.
I tend to move the young children but that's because MCCC kept moving them into households with ghosts that weren't in the world. It's odd that they're alone though, orphans should at least have an evil guardian or teenage caregiver.
