Are you getting them from the gallery or did you get them from an outside source.
Sims gotten from the gallery will be placed right into your ingame library.
Sims downloaded from an outside source need to be placed in the Tray folder. Not the Downloads folder that’s For CC and mods. Tray is for library/gallery related stuff so Sims and Lots. If you get far enough that you want to add Saves to your game (Sims 4’s equivalent to Worlds) they’ll go into the Saves folder.
Once you add it to your Tray folder any sims (or lots) will be in your ingame library.
