I actually LOVE the game packs and I think they do well standing out and being unique. I think they add that target niche that a lot of people want and it's the perfect place for them since they're much easier to skip and not buy if you don't like the theme compared to an entire expansion. They are all very much independent concepts. Spas, restaurants, vampires, spellcasters, vacation experiences... you can't have those in the game without those packs so they are very much unique to those packs. Unlike something like bikes (for example) that come in both University and Eco-Lifestyle expansion packs. I also think the quality of the game packs and the amount of content you get in them for $20 is a really good value. Again, it's targeted so you are only paying for something you want, rather than a full expansion where you pay $40 but you might only like half of the content offered.
We are never going to get back to the days of beefy packs like we saw in past iterations, but I think the game packs fit in quite nicely here. :)
