My thoughts on this subject is if you download someone's else's work, then change it to your hearts content but you should not post it as yours unless the one who originally created it gives permission. I believe that those who have created the content should get the honor.
Now the only alternative would be if the creator said you can download my work, change it and re-download. then go ahead.
Perhaps this is not the law, but it is only courtesy and do respect to those who have crated the original work.
