I may upload a house or something that I either changed, or have a lot of sims collections in, not because I want others to download it, but because I don't want to lose all those things if my game goes belly up. I especially do this with people that I have a lot of skills invested in and/or a certain position in a job. When i first got the game I downloaded a lot of Sims for my game, not wanting to have to make them all. At the time I didn't even think I would be reuploading them, I didn't know skills, job placement and all even could be saved. But having invested a lot in building up people's skills.... I will reuploaded them. I always say in the information that they were not originally my sim however, and on these updated family I am not looking for others to download them. I use the gallery as a safely feature. I personally don't mind having my creations reuploaded for this reason. I make over my townies and upload them to the gallery too. I have one that recently got 11K downloads....all I did was change his clothes...lol. And I certainly don't mind people reuploading him as they skill him up and give him jobs and change his clothes. I'm just happy people are enjoying him! I appreciate all the wonderful people and houses on the Gallery. It doesn't bother me if someone likes something I made and wants to save it to the gallery when they change it the way they like it. I'm just happy they wanted to download it in the first place. It defeats the purpose of the gallery if people get upset for having their stuff downloaded and then reuploaded to be saved in case their game goes down. Besides as far as property goes at least, maxis has it where the original owners name comes up on a reupload anyway.
