As far as I can tell it depends on what you have taken a picture of. I have done some testing and if I take a picture that displays a cc item the picture is tagged as cc. Even when I remove the cc item and the picture shows up correctly without the cc item installed it is still considered cc. As far as I can tell this applies to pictures of both cc build buy items and sims wearing cc outfits.
