I downloaded a hangout or play centre from the gallery. Install it. Send my kids to play there. No one else turns up to play there.
Are you sure the lot type is not generic? Also I find if I assign something as a park more children show up. And giving it the child’s play lot trait might make more children show up, but not sure about that one.
