I've been playing Dine Out a lot and I have a few tips around running restaurants!
Don't put any mirrors in, I've found sims obsessively get up and just stand in the bathroom talking to the mirror, so if there's no mirrors they should stay seated more.
Don't put proper bathrooms in, instead use the public bathrooms. That way sims will spend less time in them, toilets will never need fixing or cleaning and sims won't gather in the bathrooms.
There's no point choosing the most expensive advertising option, the second most expensive is 1/3 of the price and seems to have the same effect.
If a table only orders water, give them their drinks free. Won't take away any money and they'll give you a rating boost!
Don't put too many tables in, usually only around 6 will be taken at one time no matter how many you put in. If you have tons of tables sims will just be really spread out and the restaurant will look empty
To link to the last point, restaurants work better if they're all on one floor. There's less space for sims to roam, its easier for waiters to get to tables and it makes it look more full if all the guests are in one space.
Avoid putting anything like microphone, guitars or pianos in.
Avoid bigger tables, sims will not use them as you can only have smaller groups.
If you don't mind mods, there's mods that enable you to have larger table groups!
And lastly, if you want to do something chaotic and fun and have City Living, create a restaurant that only sells Pufferfish Ngiri. If the pufferfish is badly cooked it can kill sims so it's pretty entertaining to hire a low skilled chef and watch the sims drop like flies! >:)
