What determines if a sim will say yes to drinking from them?
I'm trying to complete Caleb's aspiration goals and one of them is to get 2 sims to agree to let drink from. I'm having a hard time, not even the sims he's friends with are saying yes!

I think its random. I have close friends who deny me, total strangers who will give it to me. It doesn't seem to matter if I have a conversation with them or not. Sometimes they will say yes even if I just introduced myself. Perhaps there is a modifying for a higher friendship, but that's about it.
