To get inspired, you can click on the ground and select stargaze/cloudgaze. Or ask another sim to cloudgaze with you, it's a cute animation.
Being inspired gives your sim a boost to the creative skills, like cooking, painting and piano. (I assume you are doing the Cooking aspiration, where you have to cook meals while being inspired?)
