What does convert 5 Sims into Full Grown Vampires mean

I was just wondering about the vampire family aspiration. Carl's Guide says that you have to train 3 offspring. As I saw in another discussion, the offspring probably means sims my vampire has turned ...

Or it means train them until the reach Grand Master level? Because let's face it they start out as fledgling vampires! So maybe this has something to do with it? Could be wrong though.
