I'm pretty sure that "dazed" is just the EA term for "intoxicated." I know they can get it after being electrocuted too, but I notice it more if they're partying at the bar.
I never seem to have good things happen when my Sims are dazed; they walk more slowly, are slower to react to events, and they get distracted easily. I only will set them to dazed if they need to appear some kind of wasted for my story!
