What exactly *is* Custom Content? How can I add it to my game and create it?

I recommend using The Sims Resource. On my computer (Windows 10) I clicked the download button for an item I like on TSR, and then I get a popup at the bottom of the screen, click "save". Once I've downloaded all of the CC I want, I open my downloads folder. I drag all of the CC and drop it in the mods folder, found under The Sims 4 folder. Hope this makes sense.

You do want to organize your CC as well, but only no more than 1 sub-folder, as the deeper it gets the harder it is for the game to find. CC can be as simple as Maxis Match or as complex as some of the items you'll find on TSR. I have tons of CC in my game with everything from custom wall paints to clothing, tattoos, and jewelry. There are even CC stuff packs out there created by groups of creators who all work on a pack with a common theme. Check out the Romantic Rustic Garden, which you can Google, to see what I'm talking about. The Gallery isn't really CC, its just creations done in game that any one can do and upload. Its restricted to what's in the game.

CC are items such as hair, accessories, clothes, furniture, makeup, tattoos, etc that you download. They are made by fans and not affiliated with the official Sims team. They can be recolors of Sims items though.

"Maxis Match" means it fits the aesthetic style of TS4 and "Alpha" means it looks like a real life item placed in a Sims game.

Cc stands for Custom Content, and it is items that other simmers make, such as clothing, furniture, hair etc. It is non EA -made items, that aren’t in game packs, the base game, or given through patches.
Some cc though are recolours of ea made items.
Gallery items are homes, Community venues, or sims households that can be downloaded and placed in your game.
Mods and cc are often terms used interchangeably. Script mods are files that either add in features to the game, or fix up game issues.

So CC is just cosmetics, whereas mods are like...mods? I do know what mods are :D

The Sims is the only game I can think of that makes a distinction between the two, but CC generally refers to items or objects that are added to the game. These include hairs, clothes, accessories, makeup, build mode stuff, etc.

Whereas mods typically "modify" the way the game works. For example, if you wanted to change the length of pregnancies, that would require a mod.

Cc allows you to get good looking player made hairstyles,clothes,skins,furnitures,presets.
There are two kind of clothing and hair cc.
Alpha and Maxis-match

Maxis match fits to the games style while Alpha cc is more realistic looking.

The only problem with cc is that it could mess your game up but there are programs to fix that.

There are many kinds of custom content they range from not just cosmetic but also scripting. Scripting is different from cosmetic either one you do not want to use if it is outdated as, outdated mods can sometimes tend to corrupt your game and wreck havoc causing you to completely repair, set back to factory or do a total re-installation.

CC does not stand for cosmetic only. It is also scripted mods that also are considered Custom content as well.
