What happens if you build a HS in another neighbourhood? I haven’t played the HS lot yet but if you were to build a HS in another world, I’m wondering where the festivals spawn since they now happen ...

You cannot build a functioning HS in another world. The new world is the only one and that specific lot is the only lot that will allow a functioning HS
