I don't know if this is a bug or a feature, but simvasion's "NAP autonomy fixes" mod stops this behavior.

As an autonomy off player I've given up on EA and make use of SCAM and MC Tuner now to take autonomy off intrusive actions. The devs may think something is endearing (scolding toddlers that throw food in the highchair - I cannot use the highchair for this reason, because it breaks some parents' character) or realistic (watching your toddler while they play in the ocean), when in my playstyle it is just annoying.
