I think this particular one isn't a bug or a glitch but rather the applesauce and crackers are there since they're quick meals that are available to all life stages and aren't toddler-specific (there is no meal that would be restricted to any life stage in the game).
ETA: the daycare situation seems very much like a bug though. There was an issue with it a few months back, but for me personally sending toddlers to daycare has been working just fine (minus, as someone else mentioned above, them having Fun while there).
