I would prefer the open neighborhoods without loading screens between lots. I am not too fond of an open world due to story progression issues I had in TS3. I don't think it would make a big difference if it would be an "open world" with loading screens between every lot compared to what we have now. Doesn't seem necessary in my eyes.
I don't really agree with the bold part. Sure, the base game neighborhoods are far worse, but since Windenburg they improved on it a lot. I assume you're talking about the visual connection between the neighborhoods, if so, I can give you an example:

From the spice market in San Myshuno, you can clearly see the Uptown district in the distance, which I don't think feels "disconnected" at all. You can also see it from the center park of the city, and I think from other districts also. You can even see the spice market from other districts, so I definitely see a sort of "connection" there.
