Ah, I get it. :) As was already mentioned, that's pretty much how games like Skyrim work.
I like the idea a lot. It means that a transportation system could be employed. Like cars, taxis, bicycles, school buses, and horses! Also, there would be more room for exploration and for random spawning of collectibles. (I really hate that collectibles in this version are mainly a matter of camping a specific spot until something spawns.) Meanwhile, your idea would still maintain a lower computational overhead than a truly open world.
It's actually a pretty decent compromise and much better than what we have at the moment. It's too bad that it can never happen in this version. The engine is incredibly restrictive with little wiggle room for innovation and evolution where the worlds are concerned.
For example, in TS2, I don't think that they ever planned for cars. Yet, the devs heard the demand and found a way to make it happen. In this game, many of us are asking for open neighborhoods and cars. Neither seems possible.
