I've actually complained about this a few times in feedback. Happy is actually the default emotion, when it would make much more sense for it to be Fine. So Sims start the game off already in a "winning" state, which causes emotional imbalance from the getgo. They also get happy buffs just from having their needs full, eating a good meal, and being in a decorated room. It's happiness overkill. They're always smiling.
The game absolutely could use an emotions overhaul, and then they could also put in the missing Fear emotion too and make things right.
