Although I'm still hoping on a free update and then the packs you just mentioned get some extra feeling with weather. Various surfaces broken in the last patch combined with a roof update in the November patch makes me hope they are getting things ready to add weather.
TS2 Seasons had gardening and fishing for example, TS3 had the festivals, so I wouldn't exclude it. I doubt we'll have new worlds
and seasons in all the worlds in the same pack. They told us they could do one but not both in TS3, so it'll probably be the same for TS4.
