What If Seasons is Confined to Specific Locations?

Gaging the requests for Seasons how would you feel about weather being confined to one new world or four different packs for each type of weather? Or one pack like one pack that contains four differ...

I liked it in Sims 2 where you could choose whatever kind of weather you wanted in whichever town. You could make it Summer all year round and Winter all year round, I really loved that.
