I'd get a GTX 1080-Ti. I think everything better than that will give you pretty much the same performance in the Sims 4 but it also really depends on what resolution you're gonna be playing in. I think a gtx 1080-ti can easily handle that 4K res in ultra settings.
However, a CPU as good as your graphics card is a must especially when playing the sims 4, so you it is important to make sure the other hardware in your PC doesn't bottleneck your new card, or you won't be able to use it to its fullest potential.
