A fan or true fan is someone who might engage beyond the game itself, in my opinion, just like fans of any media. There are people who play the game who never get on the forum, don't create things to share on the gallery, don't look up game lore, news and history, don't seek others who also like the game and don't buy merchandise.
I know a few others IRL who play The Sims, but I can't have a conversation with them about the game. They may love the game, but I wouldn't call them fans.
