What is 'adopt as care dependent'?

In one family, the child's mothers were both living at home and the grandmother, who also lived there, had the option to adopt her as care dependent. In another family, I added the clone of a neighborhood girl to the family and the father was able to adopt her, but the mother had to settle for caregiver. Clones' biological parents are the same as the original and the original already had a mother.
*Fun fact, the cloned girl was cloned and adopted by an alien family. She was turned into a vampire by her current wife and they are the biological mothers of the first girl mentioned above. Things coming full circle, as things often do, the mother who was raised by aliens was, today, abducted by a UFO. Crazy goings-on in my neck of the woods. What a blast! :)
