What is required to clean up all of Evergreen Harbor?

Making a lot green only affects air quality and I think plant quality. To clean up the area you need to vote in an action plan (using your mailbox or voting board), the ones you need are Modern Development & Green Initiative. Once those are voted in it takes several days for it all to become visible (you get a pop up every so often telling you about the new phases of development).
