What is the purpose of the Packs function in the Gallery?

Since it offers the option to show packs owned, I thought it would filter the gallery so that (for example) lots built with Eco Lifestyle would be removed from my gallery search. The screen refreshes ...

Very annoyed by it and it does happen all the time, that filter does nothing.
