What is the purpose of the Packs function in the Gallery?

Since it offers the option to show packs owned, I thought it would filter the gallery so that (for example) lots built with Eco Lifestyle would be removed from my gallery search. The screen refreshes ...

That is what I do. But, it is discouraging when every build I look at has 4 packs I don't own and it's mainly windows or other build mode objects.
