What is the purpose of the Packs function in the Gallery?

Since it offers the option to show packs owned, I thought it would filter the gallery so that (for example) lots built with Eco Lifestyle would be removed from my gallery search. The screen refreshes ...

It's a pretty pointless filter. Not only will you get lots that use packs you don't have, but I also have some lots I shared that say I used packs I absolutely did not use.
