Bugs and shallow gameplay.
The first one is pretty self explanatory. The second one all you need to do is look back to TS2 or even TS3 to understand.
In TS4 everything is about a "pretty" presentation with no actual depth or substance to anything. Pretty much the only TS4 pack to be released that wasn't a major letdown in one form or another was Vampires. That was actually a pretty good pack, would have been excellent if the GP neighborhoods were bigger. Every other pack they have released has had either major holes or omissions in the gameplay aspects of the pack and/or crushing game breaking bugs.
