Sims 1 was building storytelling, by default -- just try a legacy challenge when kids never grow up. :p Sims 2 was storytelling and building, and a couple of legacies. Sims 3 was...no building whatsoever, and...well, neither legacy nor storytelling, really, just me exploring the game and expansions, and then going back to Sims 2. Sims 4 has been....one big legacy, with a little exploring. I don't know why, but the older I get the less time I have to sink into learning the building tools. I have to wonder what 12 yr me would have made with Sims 4's building kit.
