I don't really pay a lot of attention to the Aspirations because it's not necessary, there are no consequences. So I just give them according to the personality of the Sim that I'm creating. I'd say that the ones I select the least are the family ones. I've given them here and there, but I generally don't make Sims with family goals, I prefer more singular and personal Aspirations. I've definitely used the Public Enemy one a few times, but you'd never know it from the Sim's behavior. I kind of wish the Aspirations contributed to a Sim's personality with animations and unique autonomous actions.
The aspirations are goals that your sims want to achieve and give rewards as they are achieved. (Although they do give a little extra something to your sim depending on which one you pick as the first one.) They don't affect their personalities because you can change them whenever you want. In fact, you can actually achieve all of them. They can effect what whims pop up and autonomous actions to a small degree.
Traits are what's designed to determine their personality. The strength and effectiveness of those are topics for many other conversations :p .
