I have a lot of systems and rules that I set for myself.
-I start with a founding family. They'll become mayor and collect taxes. I close parks, library, and museums until there are enough "taxes" to improve them.
-Someone in town has to fill roles. So someone has to "own" the park and museum and take care of it as their job. They get paid with taxes.
-Residents have to own retail shops and my other sims must shop there for all of their things. So if I couldn't fit objects in their stores or don't have a store for it, then my sims don't have access to it.
-One of my sims must be in the service careers like maid and repairman. Actually, this was possible before the last update, but not easily anymore. Now they need the always welcome trait. Their wages are deducted from whomever is buying the service.
-I don't control the children directly. I can only use the parents to influence them. And I kind of like this games kids because they can be mischievous on their own. Kids, in my opinion, are the only really diverse ones in the game.
-Minimally control teens. I don't control their character, that's left to the parents. I do control their jobs and skilling and things they can't do autonomously like dating.
-I have an orphanage. Children that I deem neglected get sent to that orphanage and other families can either foster them or adopt them. I also set those kids up to be a little more mean and mischievous through the club function...which has been an awesome addition to my gameplay.
-I only let one sim in the neighborhood get to the top of their career. There can only be one in that position.
And I'm sure there is more, but I started writing this in the morning and it is now the evening. LoL. I'm off to play while I make dinner.
Wonderful ideas. An orphanage sounds cool to have.
As for a sim who collect taxes I have a King and Queen in my game where they collect taxes. The amount of their bill is added in double to their household to collect the money.
I use this in conjunction with my taxation system. So when the taxes are low, people are paying less and the king is getting less and vice versa.
