I have two saves and play rotationally within each. I always have a household that is focused on family and one that is focused on single YAs. That way I can take advantage of what TS4 currently offers without getting too caught up in what's missing.
So my "rules" I guess, for family play at least, are:
1. Aging is off, I do it manually. You can cheat or just use the birthday cake to age anyone up at anytime.
2. Babies are not aged up into children until they have strong relationships with everyone else in the house at that time.
3. Children cannot age up into teens until they've completed all four of the children aspirations.
4. Teens have to have an A in high school and complete at least two aspirations and max two skills before aging up.
5. Anytime a Sim is aged up, so are all other Sims born when they were. These Sims act as friends, enemies and love interests.
With my households with single YAs, I just go with the flow. I usually don't have an end goal with them, if I get bored with their single lives I usually start a family with them and then use one of the children later on when they become YAs.
These are some strict but nice rules. Your sims must have perfect set of skills.
