Either through dlc or patches. Share an image, style of wear, county(ries) that wear it, etc, what would you like to see? Please forgive me if I mention something already in game, I own like 3%dlc ...
Wellington boots / Gumboots (or whatever they are called in the USA - galoshes?). Fair Isle vests. Knotted hankies as headwear. Rolled up shirt sleeves and trousers, trousers held up with braces.
