I based it on the Sims Medieval Yacobian Church. so, maybe this one is a smaller thing, wanting to challenge the current state religion (Church of Similius). It is very old fashioned with a crypt in cellar, preaching about the Watcher as a scary thing. Because the royal family needs to tend to the state religion, the regional duke supported this Yacobian church, and the old house that still holds the dukedom, took over the crypt etc. And there is of course a priest/bishop already, residing Bishop's House next door (San Sequoia). (Yupp, I'm having fun)
I have long given up trying to play stuff that's not really possible in game. Even in real life, churches are mostly empty apart from religious holidays and the occasional wedding or funeral, so I am fine with them being empty and just play the elements that are available. You could set-up a club for debate or reading or organ playing/listening if available. If you light candles on the Hanukkah menorah or Kwanzaa kinara during winterfest sims can sing together, so there are some things you can do if you want to have a sort of service separate from weddings.
