I think it depends on what you want NPCs to be doing at your church.
A church service seems to me like it would have to be done either with controlled sims or with the club system or a Seasons holiday, I wouldn't know how to get there with lot autonomy.
If your plan is more to visit the church at non-service times, like to socialize or eat or study, a Library or Park or Rec Center would give you a good mix of sims of all ages coming to socialize.
If you're pretty much only going to use the church for weddings, then you probably don't want NPCs there at all, so Generic would be better for that.
