To answer my own question from above: according to some users who played the game at EA Play, swimming in open water is confined to the new world and will not affect existing worlds.
I feel like one of the main gurus, on Twitter, I think, mentioned about not altering previous worlds and doing something like open water would require changing the routing/programming or geometry of the existing water places. Something like that. (This was way before Island Living was leaked and announced.)
