I think Sulani should be close to Tartosa; it would just make sense.?
To me those two make no sense. Tartosa is clearly Mediterranean in climate, and the plant life is entirely different. I generally put Tartosa in the same region as Britechester, Windenburg and Henford on Bagley (ie Europe). Granted the Mediterranean isn't exactly around the corner from Germany and England, but it's at least the same continent.

I don't see Sulani as being near anywhere else. I know some people said above that they think it's in the same region as Selvadorada, but to me, that would be like saying Hawaii and El Salvador are in the same region in the real world. (I.e., I wouldn't.
I generally agree with you, but since the sims isn't based on the world as it exists in our world, I tend to think in climate zones rather than location. Even with that, I tend to leave Sulani, Selvadorada and Mt Komorebi without a regional 'neighbor' but isolated. If I play Mt Komorebi I sometimes put it in the same region as San Myshuno.
