Go to a festival and see Bella and Eliza chitchatting like old buddies. Now go load one of their houses and check the relationship panel. Bella doesn't know Eliza even though you just saw them talking. :/
When the game first released they tried to address this, but it was done so poorly. People would rotate out, and when they came back, their sim would have all sorts of new romantic relationships, enemies, etc., even when they were completely inappropriate. This of course was a bit problematic for rotational players.
